Tickets in New York City are tried at the Traffic Violations Bureau (TVB). At TVB, you cannot negotiate with the prosecutor for a reduced penalty. You simply fight the case, and are found guilty or not guilty by the judge. Click here to learn more about the Traffic Violations Bureau.
